With reference to your despatch No. 426
of 6th December, 1938, with which you forwarded a
copy of a memorandum by Mr. D. Kelvin-Stark on
his proposed course of statistical study, I have
the honour to transmit for your information a
copy of a further memorandum by Mr. Kelvin-Stark
on his studies with a view to establishing a
statistical department under this Government.
2.
Mr. Kelvin-Stark is at present engaged
upon the preparation of a further report on the
statistical work now carried on by various depart-
ments. When that is completed I hope to be able
to put forward for your approval definite plans
for further action.
