One of the two Senior Lighthouse Keepers
is at present an officer in receipt of a sterling
salary, the other is on a dollar salary scale of
$3,600 to $4,800 by $120 annually. The new scale
proposed is identical with that of the second of
these officers except that it provides increments
of $150 instead of $120. I think the serving officer
should be allowed to benefit by this and that each of
his future increments should be $150 until he reaches
the maximum of $4,800.

The posts in the grade of Assistant
Lighthouse Keeper have hitherto been on a scale of $2,100 to $2,700 by $150 annually. The obvious
disadvantage of this scale is that it is too short
for a grade in which officers must normally serve at
least ten years before obtaining promotion.

and smaller annual increments will ease the
congestion at the top of the grade, while the introduction of an efficiency bar at $2,700 will be
a protection against mere time-serving.
