I have the honour to submit for your
consideration a scheme, particulars of which are
enclosed in tabular form for facility of reference,
for the proposed revision of titles and salary scales
of officers of the Lighthouse staff of the Harbour
Department.

An examination of the titles at present
attached to posts in this service will show the need
for revision with a view to clearer differentiation
between the various grades. I have taken this
opportunity to propose a nomenclature which conforms
as far as possible to that used by Trinity House and
in order to avoid confusion I have throughout this
despatch made use of the revised titles.

You will observe that no change has been made
in the salary scales of the Inspector of Lighthouses
and of the two Principal Lighthouse Keepers. It is
now the accepted policy of this Government that the
latter posts should ultimately be filled by locally
recruited officers on dollar salaries but, having
regard to the fact that in the normal course of events
there is no reason to expect a change in the existing
