I have to refer to my confidential (2) despatch
of 3rd April, 1939, on the subject of the filling of the vacancy in the post of Deputy Harbour Master. The
particulars of the office enclosed with that despatch
provide for a flat salary of £1250 without any residential
allowance. In your confidential (4) despatch of 27th
April, 1939, on the subject of the Anomalies Committee
Report, you have suggested a new scale of residential
allowance which will apparently involve the payment of
such allowance in addition to the proposed salary of £1250.
While it has not yet been possible to examine that
proposal fully, I expect that I shall desire to adopt it,
but at the same time, to propose a variation in the
salaries of this post and certain others to which the
Anomalies Committee proposed to attach fixed salaries of
£1250. In all probability the alternative of £1200 plus
residential allowance on the scale suggested by you will
be recommended as an alternative.
2.
In these circumstances I would request that if
no offer of this appointment has yet been made any final
promise as to salary should be deferred until it has been
possible to reach a definite decision on this point.
