I have the honour to refer to the
establishment of a Waterworks Renewals and
Improvements Fund in accordance with the scheme of organization of water finances adopted last year, and to inform you that the question has arisen of the proper disposal of the proceeds of the sale of certain machinery which is being replaced out of that fund (Item (a) in the Schedule to Appendix VIII C of the 1939 estimates). Under existing Colonial Regulations it would appear that the proceeds of any such sales should be credited to general revenue under Miscellaneous Receipts, Condemned Stores, but it is more in agreement with the general object of keeping water finances as far as possible distinct from general revenue to adopt the alternative course of crediting such proceeds to the Renewals and Improvements Fund, and I have accordingly to request your approval of
that course.
