and on which the whole or part of their prospective widows' pensions are calculated, were, owing to the operation of a system of exchange compensation, dollar
salaries in name only and that in effect these officers were in receipt of sterling emoluments even before the
formal introduction of sterling salaries.

The primary object of the rescission of the
Legislative Council resolution of 1902 was to prevent the further extension of the privilege conferred by it to officers locally engaged on dollar salaries whose widows might choose to live elsewhere than in Hong Kong. That object has been achieved, and I am therefore
prepared to agree, subject to your approval, to the
extension to officers, whose dollar salaries were subject to exchange compensation as described in paragraph 13 of
the letter under reference, of the same concession as has already been approved in the case of officers
drawing pensions at conventional rates of exchange.
If you approve I shall be grateful if you will
cause the senders of the letter in question to be
informed direct that this concession has been agreed to.
