I have the honour to acknowledge the receipt of
your Confidential despatch of the 15th of December, 1938, regarding the extension of leave granted to Mr. R.W.H. Maynard
Senior Clerical and Accounting Staff, Hong Kong, on
grounds of urgent private affairs.
2. I would observe that the general practice is
that when an officer is granted leave on grounds of urgent
private affairs he is permitted to utilise for that
purpose any vacation leave still standing to his credit,
and I feel that it would be unjust to require any officer
to forgo selary during any period of leave granted on
such grounds when he is at that time eligible for full
pay vacation leave, notwithstanding that the total leave
thus granted may exceed the maximum amount of leave which
may be granted to him at any one time.
3. I regret that when the draft General Order which
was enclosed in your despatch No. 824 of the 9th of
November, 1938, was approved, it was not realized that
the provisions conflicted with the general practice in
such cases, and I would suggest that the General Order
should now be amended to provide for the granting of
leave on the grounds of urgent private affairs on the
basis set out in the second paragraph of this despatch.
