He and his associates have now received
from the Governor of Hong Kong a copy of the
Financial Resolution passed in Hong Kong Council
to give effect to the decision set out in No.3
but in their view its terms are not sufficient to
make their position secure or rather the position
of their dependants. He showed me the terms of
the Resolution and prima facie it seemed to me that
there was some substance in the objection and I
suggested that Sir Joseph Kemp should write
officially to the Colonial Office sending a copy
of the Resolution and explaining why it was
regarded as unsatisfactory and (in view of his
legal qualifications) I suggested, and he agreed, that
he might also send with his letter the draft of
an alternative Resolution which he would regard as
sufficient. As far as I can see from the
correspondence there is not likely to be any
substantial difference of intention between the
Hong Kong Government and Sir Joseph Kemp.
