Dear Devine,
With reference to our recent telephone conversation,
we have received a letter from the Commercial Counsellor
at Shanghai suggesting that there is scope for much
valuable British propaganda work from Hong Kong, and
suggesting that copies of the News Department Articles, of
which you regularly receive two copies, should be
forwarded to the Hong Kong Government for distribution
to the local press. Such distribution was formerly done
by Mr. Pelham, and it is thought that "the old system
"might well be revived, and Mr. Hutchison might continue
"the distribution which Mr. Pelham began". Perhaps you
will kindly go into this matter, and let us know whether
you would like to have more copies of the Articles for
despatch to Hong Kong for distribution to the local press.
