I have been showm telegram from Wang Ching-wee
stating intention to take up residence in Hong Kong.
states that he will not embarrass the Government by
political activities and enquires whether he could obtain
special protection.
Should be glad to learn whether you think for
political reasons I should adopt discouraging attitude,
I do not wait him here as his life would be in danger and
his presence embarrassing).
I doubt whether I can legally
refuse him entry but refusal to grant special protection
might deter him.
