I am commanded by the Air Council to refer to your letter No.53889/39 of the 30th March, 1940, relative to Flying Officer E.B. Nelson, and to acquaint you, for the information of Mr. Secretary MacDonald, that they regret that approval cannot be given for this officer's continued release from Air Force service to be extended for the purpose of enabling him to take up employment with Imperial Airways.
The Council desire me to point out that the original release of Flying Officer Nelson from air force service was approved for the express purpose of allowing him to resume his duties as Assistant Superintendent of Hong Kong Government Aerodrome which post was regarded as "key" position in the civil administration of the colony of Hong Kong and therefore in the event of this post being relinquished by him, his outstanding obligations for service with the Royal Air Force must be fulfilled.
This procedure confarms with that laid down by the Ministry of Labour and National Service.
In these circumstances, Flight Lieutenant M.N. Oxford will be retained for service with the Royal Air Force and Flying Officer E.B. Nelson should continue in his civil post as Assistant Superintendent at the Hong Kong Government Aerodrome.
