via Siam, but that they have cables from Cape St. James to
Hong Kong and Singapore. It is therefore suggested that,
if the French Colonial Administration recognise the cable
route for telegrams, it may be possible for telegrams to
be sent on League of Nations business by this route. If
this is the case, they could be handed in at Hanoi addressed
to Geneva with an appropriate route instruction which your
company would doubtless be able to indicate.
5. If Cable and Wireless Limited would be prepared
to agree to this proposal and do not feel that it would be
likely to lead to difficulties with the French authorities,
Lord Halifax will be grateful if the company could see
their way to allowing a rebate on the charge applicable to
telegrams sent on League of Nations business on their
section of the route to Geneva.
