have not yet seen the F.0. telegram No. 313
to Shanghai which you mention : when I get it
I hope that it will state the reasons why they
think that inquires on the point would be
'ineffective' and 'dangerous'.
Neither Clark
Kerr nor I agree with the dictum so far as
effectiveness goes, as to the 'danger', presumably
that would come from Japan. I am not 'in the
know' of course, but it seems to me and other
senior people here that the boldfront and
'fait accompli' attitudes are best vis-a-vis
that nation. However, I do not imagine that
anything that this letter might contain would
change the decision.
