an aeroplane factory in Hong Kong to either China or Jaran, though only completed aircraft were to come under that ban.

It is not unlikely that the Japanese would attack this

aeroplane on the ground that it was being used to convey

aeroplane parts to a factory engaged in assembling

aeroplanes for sale to China. On the other hand the view

was expressed in your despatch under reference that the

establishment of aeroplane factories in Burma would be

welcome from the point of view of Imperial Defence.

I do not conceal from myself the conclusion

that such action on the part of the Japanese forces might

lead to international difficulties. But that notwithstanding
