With reference to previous correspondence
26/terminating with your secret despatch of 14th March,
1939, regarding proposals for establishing local
aircraft factories in Hong Kong, I have the honour to
forward for your consideration the accompanying copy
a letter addressed to Commander G.F. Hole, the
Harbour Master, Hong Kong, who also is Director of
Air Services, by the Hong Kong branch of The
Intercontinent Corporation, an American firm, in which
they request that permission may be granted them by
this Government to operate an aeroplane service between
Hong Kong and Loiwing, near the borders of Burma, for
the purpose of transporting material and personnel to
their factory there.

On the assumption that this factory may be
engaged in producing aeroplanes for sale to China
during the present hostilities with Japan, I shall be
glad to receive your instructions whether the request
of The Intercontinent Corporation should be granted in
view of your previous instructions that permission
could not be granted for the export of aircraft from
