Owing to the dangers inherent in this file system,
and to the constant circulation of the papers as a
result of telephonic enquiries from the F.0. etc., it
has only now come to notice that the necessary con-
currences had been obtained in the draft despatch to the
Governor prepared in December, but that the despatch
had not been sent. Some verbal alterations in the draft
are necessitated by the intervening correspondence,
and a revised draft is now put up for consideration.
We should also telegraph to Governor as in draft.
