With reference to our official printed letter

To. F. 10070/2655/10 of the 14th September, I enclose

a copy of a letter from Mr. Arthur Edwardes, the

unofficial representative in London of the puppet

Government of Manchuria, to the Parliamentary Under-

Secretary of State about a possible approach by the

Japanese Consul-General at Hong Kong to the Government

of the Colony.

2. While Edwardes is perhaps inclined to see the

Japanese policy in a rather too optimistic light,

it seems to us that it should be possible to do

something to meet a Japanese request for the control

of anti-Japanese activities in Hong Kong and that it

might afford a basis for the discussion of outstanding

difficulties with regard to the Colony.

In any

case, having regard to the determination of His

Majesty's Government to seek all possible means of
