Dear Mr. Tajiri,
I enclose, as promised, a memorandum indicating,
as clearly as I can, the attitude of the Hong Kong Govern-
ment towards the various matters mentioned in our discussion.
I hope that this will be of use to you.
I have not mentioned them in the memorandum, but
I take the opportunity to refer to the three things which,
in my view, are standing in the way of more friendly
relations. These are the destruction of fishing junks and
vessels bringing supplies to Hong Kong, the interruption of
coming
supplies/over the border, and the continuation of the anti-
British campaign in the Canton press.
