The preamble to the agreement
states that "it is immaterial to the Hong
Kong Government, under this temporary
agreement,

whether such visits are made
by way of calls en route to or from outside
ports (e.g. Japanese ports, Shanghai or Amoy)
or by way of shuttle service between Canton and
Hong Kong"; but Japanese vessels coming from
outside a ports are, of course, not allowed
to discharge cargo at Hong Kong. The Japanese
now seek permi ssion for these vessels to carry
coal from My Formosa to Hong Kong, and the

Governor replied that enquiries would be made.
Although enquiry (3) was made without
authority, the Governor suspects that (3) and (4)
are connected.

Under the existing agreement British
vessels are bound to take on board a Japanese
pilot between Canton and Bocca Tigris -
possibly because of the existence of Japanese
minefields, though probably for other reasons
as well.
The Commodore has told the Governor
that it would be out of the question to arrange
a passage for Japanese vessels through the Hong
Kong minefield.

The position is that the Chinese Press
in the Colony is subject to a compulsory
censorship. The Governor's answer to this
question seems the obvious and the correct one.
