I am glad to have your letter of 17th
August (0.H. Sec: 88/1939) and I assure you that I
fully appreciate the importance of your task in doing
all that is possible locally to prevent wrong
impressions of the policy of His Majesty's Government
gaining currency amongst the Chinese and other
communities in Malaya and to promote a proper under-
standing amongst them of the main factors leading to
decisions on particular matters.
Although there may be obvious difficulties
in giving you in present circumstances advance
information of decisions which we can apprehend to be
likely to disturb Chinese opinion, we shall do our
beat as we quite understand your sos tion.
As you
know, active arrangements are in hand for setting
a full publicity organisation in the Far East which
will of course have to pay particular attention to
