3 I have discussed your letter No.53838/48/39 of the 12th

September with the Far Eastern Department at the Foreign Office,

and we entirely agree that it is desirable that the Governors of

Hong Kong and of the Straits Settlements should be kept as fully

informed as possible of H.M.Government's policy in the Far East.

It is, of course, primarily a matter for the F.0. with whom

policy originates, and the best way in which I can assist is to

maintain close liaison with the Far Eastern Department.

It is important also that Scott should be kept fully informed

as to H.M.Government's policy and political developments in the

Far East, and the Foreign Office have accordingly sent instructions

to that effect to Tokyo, Shanghai, and Bangkok. The telegram

has been repeated to Hong Kong and Singapore, and a copy will be

sent by the Foreign Office to you and Poynton.
