telegram 827 to Tokyo of December 4th)
instructed Sir R. Craigie that proposal 1 (b)
above was not acceptable.
Solution (a) was
greatly to be preferred, but if he was unable
to secure this he was authorised to settle on
the basis of (c).
Sub-paragraphs 2 and 3
were acceptable subject to Chinese consent,
but a warning was given against being manoeuvred
under 4 to the surrender of further sums over
and above the £100,000. It would be desirable
that French and Americans should be associated
with administration of relief fund. Any agree-
ment on silver must be depenĉent upon the
immediate raising of the blockade, which
however should form part of a separate agreement.
An agreement to cease anti-British agitation
in North China might be dealt with in a
separate but not confidential exchange of
letters.
