As regards the general position of the availability of the goods asked for by China under the Export Credits Agreement, I think that you should say that to their regret His Majesty's Government can hold out no hope of supplying machine tools, special steel or railway material for some considerable time. Possibly these might be obtained in the United States of merica? His Majesty's Government have however by no means lost interest in the Credits Agreement and for this reason they have recently extended its term by six months. In that time it is hoped that there may become available some material required for the Yunnan paper mill and woollen textile machinery, if order is placed quickly. It is also hoped that small quantities of miscellaneous steel may be available at a later date but this is very uncertain. You might ask for further information regarding former two items and enquire whether there are any other items not mentioned in the Chinese lists concerning the availability of which the Chinese Government might like me to make enquiries.
