In your discussion with the local Japanese authorities you
may add that while His Majesty's Government are still inspired by
the hope that a resumption of our normal friendly relations with
Japan will be possible when the difficulties caused by the present
conflict in the Far East become less acute, any forcible action
taken against the British Concession will only have the effect
of postponing that outcome by arousing a wave of resentment in
this country.
