Tokyo telegrams Nos. 520 and 517 to you, repeated to
General Officer Commanding No. 92.
Military conference was held at eight hours today at which
Tanaka was present for beginning part.
part. At cocktail party in
Herbert's house tonight Tanaka informed Herbert that he had done
his best to stress satisfactory arrangement for the future but
that Japanese army felt that it had been humiliated. It was not prepared to prolong the issue, It was useless to produce to
British Municipal Council other persons who had been prejudiced and who had given confirmatory evidence. Council would simply
say that evidence given was untrue.
2. On being questioned as to what Japanese army proposed to do
Tanaka stated that he had left before the end of the conference
but that either taking of concession or barrier isolation was in
his opinion a certainty. He added that mass meeting of Japanese
residents was to be held probably tomorrow and that it was certain
that meeting would press for taking over of concession.
3. At the same interview my United States colleague (who
is of the Japanese service) stated that he had information from a
most reliable source (non-local) that General Sugiyama had given
instructions
