The most serious of these were to be expelled from the
Concession and the less serious to be released with a warming.
I would go into each case individually with Chief of British
Municipal Police and give directions as to which were to be
expelled and which released with a warning.
With regard to future cases, I was certain that instructions
given would be completely satisfactory. Culprits were to be
handed over to the de facto authorities or our own, in accordance
with seriousness of crime committed. General principles would
be that where there was reasonable evidence of culprits
activities being directed towards terrorist acts such as
assassination, they were to be handed over to the local authori-
ties. Other cases, gr. undec.] minor political offenders,
were to be expelled. I had been instructed to issue a proclama-
tion to this effect and this would be prepared at the earliest
possible moment.
I ended up by giving warning in the terms of Foreign
Office telegram under reference.
