Addressed to Shanghai telegram No. 277 of June 7th. My telegram No. 276.

Following is substance of what I said to my Japanese colleague. After expressing regret at delay that had ensued I said that necessary instructions had been received from Foreign Office. These instructions did not comprise immediate handing over of four men alleged to be concerned in Cheng assassination and in igr.omit.] of three Japanese soldiers but they presented a solution which I was sure would be eminently satisfactory to Japanese military authorities. These instructions were as follows:

The brothers leading ang en's terrorist gang and his chief of staff Chi Nien-hua who had been caught red-handed in possession of bombs last February, were to be handed over to district court for trial.

The four men alleged to be implicated in Cheng assassination were to be held by me pending production of further evidence against them. Confessions were obtained under duress therefore necessary to produce some further evidence and I hoped that such evidence would be forthcoming at an early date. If such evidence was not forthcoming, the men would be eventually expelled.

With regard to the other persons already under arrest, these comprised persons who had been arrested during the recent raids of British municipal police for being in possession of arms, etc.
