My telegram No. 278 to Tokyo [of June 12: Tientsin
terrorists case].
Please see State Department at once and say that if
they can see their way to adopting the suggestion that
United States Consul-General at Tientsin should offer
his good offices, His Majesty's Government would of course
welcome them.
