In view of the impossibility of ships operating under
the conditions indicated I have advised British Shipping
Companies that all British shipping on the river should cease
for the present. I have further advised the Senior Naval
Officer and the Brigadier that they should not send armed
guards on British ships as a remedy as this might lead to
[gp. undec.].
