You will see from my telegram No. 229 to the Foreign
Office that I have entered vigorous protest against this
searching and pointed out consequences of detention of large ships or tugs towing lighters.
2. I have now had a further conference with shipping companies and advised them only to despatch .vessels up and down the river if they are satisfied that there will be no danger of accident.
This can be managed to a certain extent by ships arranging to arrive at detention point on a tide favourable to manoeuvring. Experiment will be made in the first instance
by tug towing lighters.
