to be adopted it might have the
disadvantage of encouraging the
use of Hong Kong as an asylum by
members of the Chinese and Japanese
forces, and lead to the development
of an impossible situation. The
decision eventually reached by His
Majesty's Government was accordingly
that, both on grounds of policy and
humanity, the only satisfactory
course to adopt in the present
circumstances would be for the men
to be detained in an internment camp
for the duration of the present
hostilities at the expense of the
Colonial Government.
