I vorbally informed the Japanese Consul General this morning that I proposed releasing the Chinese interned soldiers who are quite incapable of further military
service owing to disease or other disability.
Many are
suffering from tuberculosis and are dangerous to those
interned with them,
Others are crippled.
Consul General
replied that he wished to inform his Government to which
I raised no objection.
I do not contemplate taking action until
sufficient time has elapsed for objections to be raised by you and others concerned.
Relcaso would only be given to
those who could safely reach their homes in the South
?
direct or through Swatow or liacao.
