As regards the enquiry of the Sec etary of State,
it will be seen from no. 9 in 53838/35/38 that
it was the view of the Foreign Office that it was
highly undesirable to permit these soldiers to
return to China. The Governor was accordingly
informed that it was the view of H.M.G. that they
should be detained under guard in an internment
camp.
It is clear from the enquiry that the interned
soldiers had been warned that the guards had orders
to shoot prisoners attempting to escape. Never-
theless a body of them attempted escape, and had
injured at least one of the guards by throwing
stones. In the circumstances
the finding of the
military court of enquiry, which exonerates the
guard, must be held to be justified on the face
