His Excellency

By dear Vice-Minister,

Your Excellency will recall that

on the 21st April and on the 2nd May I wrote

to you asking for your help in securing the

early release, with their cargoes, of certain

British merchant ships detained by the Japanese

authorities at Canton.

I do not know whether Your excellency

found it possible to take any action in the

matter, but I write now to let you know that

the concessions which the Japanese Naval

authorities were prepared to grant regarding

the cargo were so negligible that errangements
