IMPORTANT.
Propose S. N.C. Canton should inform Japanese Naval
Authorities that while we are prepared occasionally to make
minor adjustments to gunboat movements to suit their convenience
we cannot in principle accept any interference with movements
of our warships and certainly not for so long a period as two
weeks.
