I have not received telegrams to which you refer
but in entering formal written protest today against these
extra treaty restrictions on merchant vessels as well as
warships (see last paragraph of my telegram No.32) I have
impressed on Japanese Consul-General your policy in this
matter.

Commander-in-Chief please pass to Governor Hongkong as No. 51,
