My telegram No. 44 to His Majesty's Ambassador

Shanghai.

Agreement in principle has now been reached for

release of detained ships. Those without cargo

[grp. undc. ] two Portuguese vessels uchang and Punlee

will leave [grp. undc.].

2. So far I have been unable to persuade Japanese

authorities to release the five remaining British ships

unless they discharge their full cargo which was loaded

and duty paid before the Chinese closed the river on the

evening of 13th October, 1938.
