With reference to Your Excellency's telegram No.98 of

31st March to Commander-in-Chief, repeated to me as your

telegram No. 41, I have the honour to transmit a copy of the

letter which I handed yesterday to Mr.Okazaki in reply to

his official letter of March 20th, a copy of which is also

enclosed.

2. I thought it better to write semi-officially with

the idea of minimising the importance of our memorandum and

it will be seen that I took the opportunity to include at

the end of paragraph 2 very much the wording contained in

Your Excellency's telegram No.229 to Foreign Office of March

9th.

3. After reading it Mr. Okazaki expressed his great

satisfaction with my letter and with the arrangement.
