My telegram No.134 cancelling application for visit of
Shirogane Maru.
I learned that this vessel which is normally a lighter
draught passenger on coasting service in the Inland sea arrived
here recently in order to start a regular passenger service
between Canton, Macao and Hongkong.
It is established by
the Japanese that the intention was to use her to carry
passengers three times and twice monthly to and from Macao
She has already done round trip
and Hongkong respectively.

Accordingly I informed my Japanese colleague that
visits of this vessel to Hongkong must form the subject of
separate negotiations and could not be agreed to on the basis
of our agreement (see my despatch No.40 to His Majesty's
Ambassador.
