No.28. The situation now created by the

Japanese with regard to the sailings of the

Japanese Government charter vessels is not an easy

one.

They now apparently object to the fact

that these vessels are subjected to the restrictions

imposed in Hong Kong on all trading vessels,

irrespective of nationality, on the grounds that

according to Japanese Naval Regulations it is not

possible to accept treatment of Japanese Government

charter vessels on the same footing as merchant

vessels. But it is clear that these vessels were

intended from the start to be treated as merchant

vessels (see 5 on this file), and in any case the
