I learn from Commercial Secretary at Hongkong that Hongkong Government consider that any representations to Japanese on the subject of Chinese section of Canton [grp. undec.] railway would be ineffectual as a considerable portion of this section is not under Japanese control.
As long as this situation persists it appears useless to
press Japanese to allow reopening or even inspection. I
therefore consider that no further action can be taken at least
until the time, if it ever comes, when Japanese control the whole
stretch from the border to Canton.
Addressed to Foreign Office No. 298 of 24th March;
repeated to Canton No. 38, Commercial Secretary Hongkong No. 36,
Governor Hongkong and Tokyo Saving.
