I am directed by Viscount Halifax to enclose copies

of two telegrams which he has received from His Majesty's

Consul-General at Canton regarding the intentions of the

Japanese authorities towards aircraft flying at night over

China.

2. Lord Halifax presumes that the terms of the

Japanese Consul-General's notification have been brought

to the knowledge of the competent authorities at Hong Kong.

He would accordingly propose, subject to the concurrence

of Mr. Secretary MacDonald, to inform Mr. Blunt that his

action is approved and that no further steps require to

be taken.
