concerned should fly within the area named in Your Excellency's

Note, (2) British nationals should undertake journeys in this

area, (3) British nationals living in this area should elect not

to withdraw to places of safety, (4) any British rights and

interests in this area should fail to be reported to the Imperial

Japanese authorities, or should not be clearly marked, (5) any

property should have been transferred from Chinese to British

ownership in this area, in accordance with British law.

Moreover should the Chinese forces make use of, or approach

near to, British property, this fact does not, in the view of

His Majesty's Government, relieve the Imperial Japanese

Government, of the responsibility for any damage inflicted by

their forces upon such property.
