I have the honour to forward for your
information copies of two Folice reports regarding the flight of what appear to have been Japanese aircraft over British waters in this Colony on 23rd and 25th April, 1939.

I should be glad if these facts might be brought to the notice of the Japanese authorities in Canton with the request that instructions be issued to the Command concerned that Japanese military aircraft must respect British territory.

In this connection it is justifiable to recull that as long ago as lovember 1937 I sent the following telegram to His britanic kajesty's Ambassadors at Shanghai and Tokyo:-
"Please bring to notice of competent authorities that the flying of military aeroplanes over the Colony of Hong liêng is an offence under Air Navigation Order 1927."
