at Tsingtao protested locally and His Majesty's
Ambassador at Shanghai agreed that it was not

necessary that the matter should be taken up
further in Shanghai or Tokyo. I would suggest
therefore to Your Excellency that in this case also
a local protest should be held to suffice,
especially as a protest in Tokyo at this date is
unlikely to achieve any result.

On the other hand I would not propose
that the situation should be left as it is, but
would suggest for the consideration of Your Excellency
and the Commander-in-Chief that in the near future
a warship should again visit Hoihow and that
arrangements should be made for a visit by a merchant
ship some time after the warship has arrived but
while she is still there.
