Bearing on this question, I am to point out that

hao been refusing to grant licences to British shige

to go to Japanese parts, except in very special casCO

in bringing cargoes to the United Kingdoa or to the

Dotainiana, etc. This policy will tend to reduce the

opportunities of the Japanese to carry out tluse

excessive searches.
