Every facility has now been given to Japanese
to enable them to effect a settlement of SAGRES case (my
telegram 465* to Tokyo). You should again inform Admiral
Oikawa that I cannot see any reason for the continued
detention of this ship, particularly in view of my
repeated and personal assurances to him, and also? in
view of assistance which has willingly been given to
Japanese in this matter. Paragraph 2 of the above signal
refers.
Our grounds in LALITA and DHOLERA cases are correct
in theory but weak in fact, and these cases should therefore
not be taken up again at present, so as to keep them
entirely separate from that of SAGRES and not obscure
issue in latter.
