Following is repetition of Swatow telegram No. 18 to me.
Begins:
Addressed to Embassy Shanghai No. 18 of July 15th; repeated to Commander-in-Chief, Commodore (please repeat to Governor, Hongkong) Senior Naval Officer Swatow.
Canton telegram No. 93 to you (not to Commodore). Regula- tions still not communicated officially here but are being fairly strictly applied. Since June 27th only foreign ships (both British, on July 8th and July 15th) have been permitted to
enter.
Passengers since July 10th have been permitted to land only if holding permits issued by Japanese Consul-General Hongkong
or Shanghai.
Fresent position is unsatisfactory and shipping firms and community would prefer some definite arrangement.
Japanese Consul has suggested to me making of a temporary arrangement on lines of that made at Club between respective Consul-Generals but on basis of reciprocity i.e. Japanese Government chartered vessels from Swatow en route to Kiuingchow or canton to enter Hongkong once a week in each direction in return for British ships entering here once a week in each direction carrying passengers mail and stores.
