My 1645 April 12th. I have received
written reply from Admiralty Nomura today Saturday.
He states circumstances of seizure
brought to light so far are as follows:-
(a) 5.8. SAGRES on April 5th was in Checan Bay engaged
in taking on a cargo of salt from Government salt works
of Chao Bu
Government.
Fukien province, destined for Foochow
(b) During loading Chinese regulars were on board
superintending the operation.
(c) Upon arrival of Sagres at the entrance of Chaoan Bay
she was met by a pilot despatched by Chinese Army who
conducted her into harbour. This fact is evidence that
ship was maintaining close contact with Chinese troops
controlled by Chiang Kai Shek Government.
(a) She engaged in similar operation several times.
Admiral Nomura further states that details

of this case being still under investigation, it is the
intention of Admiral Oikawa to offer a full explanation
as soon as all the facts have been made clear.
