During the course of conversation with Vice Admiral Nomura
today Monday at a reception given at the German Club he stated
that he had most strongly advised Vice Admiral Kondo, who
recently paid a brief visit here, and his Chief of the Staff
to be much less drastic in treatment of Third Power shipping.
He explained that he considers recent incidents were due to the
frequency with which Japanese ships were relieved in certain
patrol areas and that tendency of new Commanding Officers to be
too diligent and overstep their powers. I said that i was
very evident that the latter had been the case in many incuances
and that I was glad he had been given such advice. I consider
Admiral Nomura was perfectly sincere in his remarks.
